A mini drama took place at the Ogun State House of Assembly (OGHA) on Friday over a two billion naira fund for the promotion of small and medium scale enterprises.
According to a release tagged, “Press Statement on HR 232/2014 of Ogun State House of Assembly,” signed by 13 members against the process led by Remmy Hassan, any matter related to money should be passed by two-third majority of the members.
The group said the 13 members were not against the fund but the process that the House leadership followed.
“The commissioner for finance and OSAMCA were invited to shed more light on the issue and finally made it to the interface yesterday 2014 along with the commissioner for commerce.
“However, some of the answers were unconvincing, hence the request by us, the undersigned, that some structures be first put in place before the OGHA concurrence can be gotten.
“That some members feel that the answers were not enough to grant the house approval,” the release stated in part.
The group also accused the House leadership of breaking a law in passing the resolution.
“On the floor of the OGHA, however, the speaker stood due process on the head by not allowing debate on the matter but choosing to rule on it in favour of approval.
“That the matter concerned falls under the provisions of the Financial Instrument Law of Ogun State 2012 passed into law on October 12, 2012, and assented by the governor on October 19, 2012,” the release read in part.
The group then called on the CBN not to honour the resolution.
“That the purported passage by the speaker is illegal, disorderly, unconstitutional and completely ultra vires,” the statement read.
However, the faction that passed the resolution, led by the chairman House Committee on Finance and Appropriation, Olusola Bankole, said due process was followed in passing the bill, saying it was not a loan but a fund for all states.
According to him the disbursement of the fund would be through the Ogun State Agricultural and Multi-purpose Credit Agency which will then release the monies to co-operatives for onward distribution to beneficiaries.
